     RULES CONCERNING PRESIDENT OF
      THE WORLD CITIZENS' TRIBUNAL


     In light of the absence of provisions in the WOCIT rules,
which concerns President of the World Citizens' Tribunal,
the WOCIT adopts the bellow-mentioned Rules Concerning
President of the World Citizens' Tribunal.


                       CHAPTER 1
     PRESIDENT OF THE WORLD CITIZENS' TRIBUNAL


 Article I (Principal function) 1. Principal function of the President
of the World Citizens' Tribunal is to represent the WOCIT, provided
that so far as important matters and matters involving financial
expenditure President are concerned, President shall receive in advance

the common consent of President of the General Assembly and the
Secretary-General.

    2. Other functions of the of President of the World Citizens'
Tribunal are, among others:
a. to summon the the World Citizens' Conference;
b. to receive very important persons;
c. to appoint Vice-presidents of the World Citizens' Court; and

d. to make a statement on serious international situations.  

Article 2 (candidate for WOCIT President) 1.  Every WOCIT
member and every supporter may become a candidate for President of
the World Citizens' Tribunal.

    2. Before a supporter expresses his will to be a candidate for
President of the WOCIT, he shall present an application for WOCIT
membership.

Article 3 (election)  1.  Every member of the World Citizens' Tribunal
has one vote for electing its President unless otherwise provided.

   2. The candidate who has polled the greatest votes at the first
election will be President of the World Citizens' Tribunal.

Article 4 (Interim Period)   In the Interim Period provided for in the
Covenant of the Preparatory Committee, Article 10, Paragraph 4,
a vote of a member communication with whom is difficult, may not
be counted.

                          CHAPTER 2
   VICE-PRESIDENT OF THE WORLD CITIZENS' TRIBUNAL

Article 5 (geographical consideration)
  WOCIT President may appoint 4
Vice-presidents, taking into account geographical elements of Africa,
America, Asia and Europe.

Article 6 (principal function)  Principal function of Vice-presidents'
of the World Citizens' Tribunal is to help President when the latter
requests them to do so.
             
               CHAPTER 3
            MIXED COMMITTEE
 
Article 7 (mixed committee) Present Rules shall be deliberated and
adopted by a Mixed Committee composed of the Second Preparatory
Committee and the Central Secretariat.
 
Article 8 (revision of provisions) The Mixed Committee shall revise
the other provisions which go with adoption of the present Rules.
